i have 24a on a single 12v rail?

Just the video card won't use more than 8 amps on full load. Of course, other components also use +12v power, not just your video card.cummingspatrick
Stock 8800GT peaks at ~110w, 9-10 amps, overclocked versions will use up to 12 amps.
It depends on the rest of your system, but I would say a +12v rail with 25a at the minimum.

That probably sucks a lot of power. What is your CPU and what is it clocked at?
EDIT: What is your current video card? Maybe it uses more power than a 8800GT.
