Is the difference in 7,200 RPM and 10,000 RPM noticeable to justify the price?

It depends as there are many other factors to consider. Do you have any particular harddrives in mind? The differences between a Segate 11-series 7200 RPM harddrive and a Western Digital Raptor for example are pretty small and not worth the price premium, additional heat, loudness, and less memory in my opinion.
