Mesh Home Desktop PC, Pentium Dual Core E6300 2.8GHz, 4GB RAM, 500GB HDD, ATI HD4850, Vista Home Premium....

note: the psu is only 400w will it be enough for this gfx card?

I WOULD RECOMMEND GETTING LIKE A GOOD BRANDED PSU LIKE A 500W CORSAIR, OCZ, OR PC POWER & COOLING

That is a pretty..uh...vintage CPU, i would try to get at least a core 2 duo.

The E6300 and other processors currently-branded "Pentium Dual-cores" are Core 2 Duos. The changed the name to differentiate them from the higher-end CPUs (E7xxx and E8xxx series).

6300 isn't vintage. i486 is vintage.
