IF you have a good mobo, and parts with a rep for OC'ing, sometimes you can OC with stock coolers. If you want to OC more than a few MHz, try getting a better cooler. Or changing voltage. BUT BUT BUT, do not try it unless you know exactly what you are going to do. My friend messed up his 1.5K gaming rig, because he took his system too far. For graphics cards from Nvidia, you can find a registry addon named Coolbits. For ATi cards, use Rivatuner, or ATi Tool.
