You can't, at least not with just the game, by now there might be a mod or something that lets you but thats not the point, you should play it the way it's meant to be played.

Press the tilde (~) and open the console, then type +MLOOK. However, you'll have to do this every time you boot it up.

actually you don't. Just open the text editor and type +mlook. Save it as "autoexec.cfg" in the ID1 directory. Done. ;)
