Depends on the Resolution but I would say Starcraft 2 would run at around Medium and Civ V on low

Sc2 will run fine on a dual core processor. Your gpu doesn't matter as much as the cpu for starcraft 2. Just overclock your cpu as much as possible and you will be able to run it decently. During intense 4v4 battles though even my i5 750 brought down below 30 frames per second.

yes but you need some kind of gpu and that 220/9500gt wouldnt be much help on anything over medium in SC2 its actually a fairly demanding game and many places use it to benchmark on medium at 1440 x 900 the hd 5450 one of its closest competitors barely gets playable frames while the gt220 scores a little better at 43ish fps on medium at that resolution

and civilization actually isnt that much better. its moderately better gpu wise but cpu wise its more punishing

id say so long as you dont exceed 1440 x 900 you can pwn sc2 on medium or low (your choice really) and for civ 5 id say medium or low probably more towards low.

so i agree cpu wise hes fine.. in fact hes more than fine but gpu wise its either medium or low for either and you wont be hitting up 1680 x 1200 or higher anytime soon.
