A friend is looking for a reletively cheap card that could run these games well (highest settings for half life 2? I know there is no way it could pump out highest settings for oblivion)

A 2600XT will run Half-Life 2 flawlessly, Oblivion will run great too, but you have to remember that it is badly optimized, so you won't see perfect performance with that card.
