But do you need a monitor and mouse and keyboard too?

Lol, I don't even know of any 720p monitors most things are 1080p+
This is what I'm using right now, for $140, I couldn't recommend it more ViewSonic VX2250wm-LED Black 21.5"
Of course there are fancier options for a bit more money, you'd have to shop around though.

Ha! I have that exact monitor! It's great. If you're looking for super accurate colors and amazing contrast, it leaves a bit to be desired, but for general use, it gets the job done. I'm thinking about getting another one, but I kind of want a 27".
As far as your budget goes Bloomberg, I just spent $1200 on a rig. I got:
i5 2500k gtx570 64 gig ssd 8 gigs of 1600mhz ram
and then all the other boring essentials: mobo, hard drive, keyboard, power supply, disc drive. I had to buy windows again, so that jacked up the price by $100. You can get a great rig for $1400.
