Why settle for or when you can have both?
Medieval 2 is both a turn based strategy and a real time strategy. You build an empire as you might in Civ; through diplomacy, conquest and subterfuge. But when the fisticuffs break out, it's all played out in glorious real time.
The TBS empire building isn't as deep as Civ's, but I always found it far more enjoyable, and the diplomacy AI and the rts combat AI is a little broken, but it doesn't especially detract from the experience.
I just started playing it again today and I'd recommend it very highly. The Total War series is a series I find myself coming back to so, so often, and every time I start a new game I ask myself why I ever stopped playing it to begin with, and I never have an answer.

Dawn of War or Company of Hero's. Can't go wrong with Relic. If you like RTs campaigns then company of Hero's would be a better bet.
Also, there is something to be said about the peaceful entertainment offered by a game like Sim City or a Tycoon game. there is still strategy involved... a different kind of strategy, but strategy non-the-less. Just an alternate suggestion.
I kinda feel like playing a strategy game, and I do like command and conquer and warcraft, but I wanted to try something where you build up things a little more. Is Civ 4 still the best game for that (I never really played it) or is there something else I should try? Also, if there's any strategy game (whether rts or turn-based) that just seems awesome right now, I'm up for that too.Petshopboy
The Total War series specially the M2TW will introduce you to Civilization 4
Homeworld 2 and Sins of a Solar Empire will introduce you to Galactic Civilizations 2
Codename Panzers will introduce you to Company of Heroes
Enjoy ! :D

I agree. The Total War series has so much replay value it's insane. Add to that some of the mods that add even more factions. There's been a Total War game on my harddrive since Shogun Total War.
I played civ a little, and the micro-management is just too much for me. I have no idea what's goin' on most of the time. In Total War (I did sorta like the battle system) what is the civilization management like?Petshopboy
if you didn't like total war series for its micromanagement, then you probably won't like civ 4 either. try the demo.

No, I meant that I didn't like Civ 4s micromanagement, so does that mean that Total War is not quite as detailed as Civ 4? I've never tried the town management part of it (it wasn't in the demo), so I have no idea what it's like.

The Total War games always had clear tutorials and in-game advice mechanism that'll keep you up to date on everything that's going on. It's pretty staggering if you never played a game like this before, but it's nowhere near the level of complexity as say a Europa Universalis or Hearts of Iron games. I could never get into those 4X strategy games
