Assassin's Creed 4. I upgraded to 980 TI and for the time being I'm running it at 1080p and I still can't get 60fps maxed out. WTF is up that? What kind of PC do you need to max this out at 60fps?

It's probably because the AssCreed games have never been 100% properly optimized.
As long as you can run it on max settings with a good smooth framerate, be happy and enjoy the game... it's one of the best in the series.
1080 is still a res that hasn't been conquered yet. Pascal will be a nice jump, but Volta should be where it's at for 1080.
Even with SLI 970's I can't max games out without them dropping below 60 FPS. 60 FPS to me is now the minimum.
That game is so unoptimized that it's a straight up anomaly.
Turn off the frame counter and just play the game.
No need for frame counters for Unity, you always know you're getting about 30-40 FPS (if you're lucky)
Because its locked at 30. I tried the same and got frustrated. A way around it is to alt-tab out of the game to another window and then alt-tab back. Should unlock after that. Another way is to disable v sync and use variable v sync in nvidia control panel if you need it.
you should get batman on pc and max that out. I heard the game was pro optimized for pc by the greatest minds at nvidia. you get it free with nvidia cards because its so well optimized and they like to show off their skills. I havent played it yet but from what i heard, the pc version is the best optimized.
I have a feeling Asscreed was also pro optimized in a similar way
I have 4790k with dual 280Xs playing at 1440p everything maxed with no AA and it runs great, rarely dips below 60fps. If you have AA maxed as well then you're just going to have to tone it down or turn it off.
No AA? What is this, 1999?
I played the game on 1440p Maxed out with 2x TXAA and never ever dropped bellow 70ish fps. bellow is my system spec:
