Refresh rate and response time are completely different. Refresh rate is how many frames the TV displays per second. On a 60hz TV, it displays 60 still frames per second. On a 120hz LCD, the TV takes each frame and doubles it. There are 2 of each frame for a total of 120 frames. With a plasma, there are 10 subfields refreshed at 60hz each. This is why plasmas are advertised as 600hz. Response time is how long it takes a pixel to respond to a change in state. On a 6ms GTG TV, it takes 6 milliseconds for the pixels to change from gray, to white, then back to gray.
What you are talking about sounds like input lag though. It is a delay between you pressing a button and the action happening on the screen. The delay is caused by the TV processing the image before displaying it.
If you wanna stick with LCDs, go with an LG. LG LCDs tend to have very little input lag. Or better yet, get a Panasonic plasma. Since a plasma has a near instant response time, there will be no ghosting or motion blur. And Panny plasmas do less processing than other TVs. SD performance on them suffers, but they hardly have any input lag.
