I already installed the first DVD for IL2 1946. But when I inserted disc 2, it's some sort of video disc. Is that normal? Isn't it supposed to have the expansion packs?

Everything you need should have been installed off of disc 1. The second disc is a bonus disc nothing more.

Yep, the expansion packs don't take any special form or option. Its all automatically implemented into the game.
