I'm looking to upgrade my monitor to either

thishttp://www.newegg.com/Product/Product.aspx?Item=N82E16824005109

or

Obviously, I would go for the 23" but the problem is my gpu is a 4770. I know it'll struggle with most games on 1080p. Should I stick to the sweet spot where my gpu will handle most games easily or sacrifice performance for better view quality?

You don't need to run the games at the max resolution supported buy the monitor. If I were you I would just buy the bigger monitor and just down the resolution.

His dilema is that LCDs look worse the farther away you get from its native resolution. I still would go with the bigger monitor though.

I wouldn't monitors don't look as good if there not on their native resolution plus you would have to pay shipping on the 23 inch.

I would get the 23" personally. It would definitely last you longer. It's got HDMI for other things, like tv or consoles. Plus it's 1080p, and bluray drives are getting cheaper and cheaper.

It depends on the monitor or tv really. Mine makes everything look like it has 8x anti-aliasing if I lower the resolution a bit. That would save GPU processing power in itself. But I would still rather 1080p with no AA to be honest, just for the clarity.

True, the 23" has a lot of features as opposed to the 22". I don't plan on getting it right away, I just wanted to see what my options were. Inevitably, I'll have to upgrade my gpu at some point as well so your right, getting the 23" is better for the long run.
