And if it is how well can I run it?

AMD Phenom(tm) 9500 Quad-Core Processor, ~2.2GHz

3070MB RAM

ATI Radeon HD 2400 PRO

yes it is standalone and you will not have any problem running it. Its not too intensive to run partly because its turn based anyway so framerate isn't an issue and you have decent specs.
