Valve should go visit Telltale Games and learn from them how to make episodic game. Sam'n'Max episodes come out monthly, not every two years.

Each level probably takes a few months from concept through building and play-testing to ensure it runs well. They also have to script all the behaviours of the characters and events. Then they have to play-test the whole thing through to ensure it is balanced for the end gamer, and not too difficult or too easy. If they introduce new monsters/characters, they have to be modelled, textured and animated as well. While all that is going on the dialogue has to be recorded.
All of that takes time. In my view the HL2 Episodes are a lot more complicated to make than Sam'n'Max.
exactly my sentiment. i love companies like valve and blizzard that spend years perfecting games to make sure that the final product is great. i'd rather play 1 awesome game a year than play 12 mediocre games every month. and the reason why waiting for valve to release their products is so excruciatingly difficult is because their games are so awesome. i mean, as good as sam & max series may be (not counting the original), i doubt many people get that excited and impatient waiting for the next epsiode to be released.
