Yes and coming from a lifetime console player I can say it works very well. The adjustment was a bit difficult admittedly as I was so used to looking around with a left analog stick when now it is with a mouse, but now it's practically second nature.

There's a lot of misinformation about Arkham City. Firstly, there was this perception that because of a few launch problems with DX11 that the game was "broken and unplayable". Nonsense.
The other rubbish that came up was that you couldn't play with a K+M. That wasn't from a dopey forum comment that was from Gamespy and I quote:
"Obviously, the first difference is that it can be played with a mouse and keyboard, but you'd have to be an absolute joker to do so. This game has been carefully crafted to be played with a control pad, and plugging in an Xbox 360 controller provides a vastly superior experience than the PC's default control scheme".
What a load of rubbish. I've poured 40 hours into the game and aside from my old mouse not having enough buttons, I had no problems with the controls at all. It works beautifully with a K+M.
Just a word to everyone: just because you're reading a users experience doesn't mean that its accurate.
