Nope if anything the best time yet as so much extra content has been released for the from valve with all the diffrent class updates adding new unlockables weapons,new achievements,new maps,new game modes, customizable head wear aka hats :P, and the community has made tons of usermade maps and added extra fun gamemodes like basketball played with rocket jumping soldier :D to zombie mode and my personaly favorite random class servers where you get a random class and 3 random weapons from any class. And its one of the most played games on the pc you will never not find a server to play on with low ping at any hour of the day!
No its not, there are alot of servers that are all pretty full. Whats nice about this game (unlike counterstrike and CoD4) is that it is newbie friendly and no one will start insulting you for being bad. Its got a pretty friendly community, especially since on most of the servers ppl dont talk to each other.
Not too late at all. The game is still getting content updates and its awesome and easy to learn how to play. Just get on a server and remember that you will need to contribute to the teamwork if you want to have fun. GO GO GO. GET IT!

And these are the servers that you want to avoid. I always love playing against an opposing team that doesn't communicate. Makes it just that much easier to roll over them like a walk in the park.
Were not like consolites where after a while, we just move onto something else. I definitely recommend picking up TF2. I still play it along with CS:S.
It's never too late. It's TF2, trust me you'll enjoy it. If you're still having doubt you could wait for a discount sale, it usually during a class update, but that might take a while. I got it for $10.
No, it has a friendly community and is quite healthy in terms of how many people play it and it can be very flexible if you either want to be a casual player or a hardcore player.
