Is my CPU holding back my GPU?

Is my Intel core i5 2320 holding back my GTX 760?

And If I were to upgrade to a GTX 980 or a Titan Z would it hold those GPUs back too?

Which would you recommend I do first:

Upgrading my CPU to a i7 4790 or upgrading my GPU to a 980?

@heresyll: Which upgrade you do first really depends on what games you are playing. Are they CPU or GPU intensive? Whatever the answer to that questions is will tell you which to upgrade first.

Witcher 3, FF14, Fallout 4, Skyrim ENB, Starcraft etc.

I currently can only run Witcher 3 and Fallout 4 on low/medium and ENB skyrim has terrible FPS.

It can easily run a lot of games without problem.

As you can see both in Fallout 4 and in Witcher 3, your CPU can reach around 90FPS avg being only 10-20% slower than the top performing CPU.

On the other hand, your GTX760 is your bottleneck at the moment on both games (FO4/TW3).

But if I were you, I would go for a GTX970 or if you want to go higher, aim for a GTX980Ti.

Your GPU isn't allowing you to play games on better settings.

Why would you get a Titan Z...? Titan X is a much better choice. But if you go for a GPU of that caliber then you're gonna want to get an i7 or at least a modern unlocked i5.

if you can afford a 980 you can afford to upgrade your cpu also.

If i was you i would put money into a i7 6700k and only get a 970gtx for now, that extra money saved could in a year or two be put into a better video card when its needed. going for a 980 or 980ti or titan is complete waste unless you going to be gaming at 1440p or higher. If you cant wait, then get a 980ti, it'l last for many years for gaming at 1080p

Get a 980 ti and a i7-6700k since you seem to be able to afford a Titan Z.
