Since the meaning of "bottlenecking" is having 1 component holding the rest of the system back.. I'd say yes. Your computer will perform better for benchmarking and gaming with all the same components and a better GPU. An E6750 CAN provide more throughput than an 8800gts 640 can handle. However, I'm also concerned about your power supply. A 400-watt PSU just isn't enough for that video card. Those G80-based cards were power hogs.

Aye, My next upgrade would be my PSU anyway. Considering my price range the Coolermaster Real Power M620 sounds doable, How long would that one hold up in the future? (I'll most likely be going low/mid end AMD/ATI as a next PC)
I looked up the specs for that PSU you're looking at. It looks good! Should handle any single-card, and a mid-range SLI/Crossfire setup as well.
