I have a 600W PSU and there is 40A on the 12V rail. The nVidia site says the GTX 260 needs a minimum of 630W will my PSU be enough?

It will probably work especially if you only have 1 HDD, Optical Drive, and a non OC CPU but it would be somewhat close. I would suggest getting http://www.newegg.com/Product/Product.aspx?Item=N82E16817139005

It has more volts than what you would need and plenty of Amps. Its efficiency is a bit lower but its still 80%.

I would still say yes.

Most people tend to grossly overestimate their power needs. Companies placing the recommended wattage settings do so in order to provide a more than healthy margin to use the card. What they should really do is state peak voltage and amperage, and let the user gauge their power needs.

But thats too much work for most people that prefer to plug it in and not worry.

It's fine - my system which has the power hungry 4870X2 pulls 525watts at the wall when maxed out on Furmarks- the GTX 260 is far more efficient so you should be fine
