Is my video card done?

It just started this morning but if I run windows 7 normally my computer screen freezes and artifacts really bad after a minute or so (without even opening any games like sc2). If I start it in safe mode with networking it will artifact after a few minutes but it does not freeze. I tried cleaning out some of the dust earlier today and the problems are the same if not worse. The card is about 2 1/2 yrs old also.

You can try baking it if you're sure it's the card and not your PSU (which can cause similar issues); if it's dying anyway, you've got nothing to lose. Just be sure you provide extra cooling if you've baked it to prevent additional issues, and be aware that its longevity is severely reduced.

Is their anyway I can find out whether its a video card or psu problem (other then getting another video card and testing it?). It's a nvidia 9800 gtx+. Is that still a good card (it plays sc2 at highest settings at 60 fps) or is it going to be outdated for Star Wars Old Republic and Guild Wars 2?
