weird question but are they. my graphics contain a full game of of hawk but its a pal version

PAL and NTSC are television standards that do not apply to computers. You should be able to install and play the game without issue.

You can install any game at any location. But it should be noted that some games have another version for some countries (for example The Witcher).

Depends on the game, i know Valve have restrictions on the Russian version of the Orange Box so it can only be played in Russia

there are region control for PC games. however, it shouldn't be telling you by "PAL/NTSC."

it'll tell you something like "European Version: not for sale in North American or Canada -- this game will not install on North Amercian or Canadian systems" (this is from my old BG2 boxcover)

Once again, distribution is not the application. It is almost impossible to do something like that because the Windows kernel is the same throughout the world. Language packs might not be the same, audio, and subtitles may be different. It says that on your box because it has not been taxed and regulated for the region. When you install Windows, it asks you what country you are in just to install the Language packs... period.

I know Japanese games require you to do regional language changes to your PC to install them.
