I played Psychonauts on Gametap while it was free near the holidays last year. Definitely a great game if you haven't played it before. It might take a while to download, but its worth it.
Great game no matter where you get it from. Only you can make the decision regarding your download bill. I do also suggest playing the game with a controller, as it's not very keyboard friendly.
Mine goes to 56k. I always buy games towards the end of the month because my Internet is almost usless then. The time spent playing Psyconauts will surely make up for the bandwidth lost from downloading it.
The gameplay itself is tedious unless you enjoy generic platforming and collecting stuff - it's like Sonic or Mario, only much less fun.
But there are two scenes that are just so absurd and hilarious and genius that it makes the whole experience worthwhile.
If you can suffer a lot of crappy platforming, then yes, get it. You will not regret it after seeing Lungfishopolis or The milkman conspiracy levels, but the game as a whole is not worth a play in my opinion.
