You can use 32 on 64 just fine but not the other way around. 64 bit Windows includes numerous enhancements over 32 bit Windows, mainly related to the amount of RAM and other resources that the system can address. 64 bit drivers aren't always readily available and not a lot of software takes advantage of it either but it is generally thought to be more stable.
