Is there a program I can use to rip whatever audio my PC is playing?

There is a series that I like to watch at Animefreak.tv. I want to rip the audio from the video and put it on my I-Pod. Is there a program that will allow me to do this? I'd imagine that you all would probably recommend a program that rips the audio from the video itself, which would be fine. However, is there a program that performs a more general operation which rips whatever audio my PC is outputting at a particular time?

Audacity. Open source too. You'll also need the free LAME (and others) plugins.

So let's say that I'm watching a music video on youtube, and I want the song in audio form only. Audacity will let me do that?

I've downloaded Audacity. However, when I click on the drop down menu to select a Recording Device, the only option is "No Devices found".

Yes, you just select "Stereo Mix" as your recording device. You can capture the output, save it and even encode it with LAME

So now that Limewire is shut down, this is a very useful tool. :P
