It has two 12v rails both at 22A, and its 630w so yea its enough for GTX 460. Raidmax isnt the best and in the past tended to produce sloppy psu's. But since I know your in the mood to upgrade getting a more realible psu wouldnt hurt.

and im not upgrading my PC im upgrading my dads PC. just doing a small upgrad on his PSU which is only 300w with a really bad case that has really bad air flow and to get to the front fan you have to take out the HDD so i want to give him a better case and get him a bigger PSU. other problem with him 300w PSU is that the wires from the PSU is so short

I wouldn't bother. Get a Corsair VX-650, Antec TP-650, Seasonic M12II 620 or Enermax Modu87 600w.

let me put it this way. my dad right now has a intel Dual core 2GB DDR2 RAM 9800GT 512MB

later on i was to build him a new rig which will be a Athlon II x2, x3, x4 or Phemon II x4 ( in otehr words get him a AM3 mother board) with 2GB or 4GB RAM DDR2 or DDR3 and give him my HD 4850 is 600w PSU over kill for it? or is a 550w just fine?

650. Then you won't need to upgrade the PSU.
