Is this build balanced?

Ok, here's my proposed build.

AMD Athlon 64 X2 4200+

2x1Gb 667 DDR2 memory (sorry, the brand is written in exceptionally poor Chinese so I can't find the English name)

Hitatchi 7200rpm 160Gb HDD

Sapphire Radeon HD3850 256mb

Biostar NF520 motherboard

16x DVD-ROM drive

The biggest concern for me is if there's any significant bottleneck with this build. I'm mostly concerned with the CPU because the workers at the electronics market kept recommending a 5000+ but I felt like that might be a bit much given the GPU I'm going for (this rig only needs to last 1.5 years before I scrap it). I'm sure some of you might have some changes you'd like, but I'm really bound by what this local market offers and the prices they have- which can vary wildly than what you'd might expect. Also, while it might seem like I'm not putting a lot of muscle into this, at the current prices, this costs 2/3rds of my monthly salary...so it's a lot for me.

Also, how much power do you think I would need for this to play games on? The reason is, in their pricing, they only included a 300W PSU which seems....exceptionally too little.

How much money do you have to spend?

That's not going to last you 1.5 years, unfortunately. It's very low-end, even now.

*Edit: if you like what you have, at the very least, you've got to consider a different processor and memory. Those two will really hold you back.

Since your second link suggests a processor with a lower clock speed, I'm not exactly sure what your recommendation is.

I'd tell you my budget, but this is all being bought in China with Chinese prices for everything. I sincerely doubt anyone actually knows the Chinese prices for anything. To be honest, the complete computer I posted, sans monitor, is $394. Again, it's about 2/3 of my monthly salary. Going up requires massive performance leaps that just aren't there.

I would get the 5000+, but only if it's the Black Edition. That way, you'd be able to overclock it and get some more performance. Though, you might need better memory than what you have to get very far with it. I also don't know exactly how well your board overclocks, but the reviews on Newegg suggest that it's possible. If they sell Biostar TForce boards, I'd also suggest one of those, but I don't know if you can afford all of this.
