Its fine, they can sell an OEM disk as they sell pc hardware.

Ya ur fine ive got vista oem right now....only prob that u will face is if u put like a new cpu in or any other big changes there gonna want u to re-activate ur cd-key i had to wit the new cpu..its nothing i couldn't do it online i had to call and give them the code and then i was all set...as long as u only have that oem key on one pc not multiple u will be fine.
