I have no idea how you are running Vista right now but to answer your question, after you upgrade your RAM I'm sure you will be able to run it on at least the low settings.

Well, here are the minimal requirements stated by the Spore guys. No idea if that's any help to you at all, but there they are.

Windows XP:

  • 2.0 GHz P4 processor or equivalent
  • 512 MB RAM
  • A 128 MB Video Card, with support for Pixel Shader 2.0
  • At least 6 GB of hard drive space
Windows Vista:
  • 2.0 GHz P4 processor or equivalent
  • 768 MB RAM
  • A 128 MB Video Card, with support for Pixel Shader 2.0
  • At least 6 GB of hard drive space

What motherboard? First you need RAM, then a video card then your board might support Athlon X2s so get that. ^No, but it's on par with a 3.4ghz P4.

It might just be time to get a new PC. Even if you upgrade to 1GB of RAM, you still won't be able to play the game beyond minimum settings, and even then, performance won't be good. I can't say for certain until the game is out. I say just save up and get a new PC by September, $500 should do it.
