Hard to say the FPS if you don't mention the game it must have effect on. Anyway, you are upgrading to a card which is basically 2 generations higher. (5xxx --> 7xxx), so the big difference and improvement in architecture will results in a big graphical performance increase. If you can, find someone who has the card or a similar one and ask to see how it performs. The effect you see will be the best means of comparison.

that is true

i dont get any games with the fx with 25 fps or lower but the question was just hypothetical

lets just say i get 10fps on half life 2 on everything maxed out 1280 res what would the fps be if i got the 7600gt with the same settings im just curious how big of an impact the card will be if you dont know then make a guess

I can't give you exact numbers, but I used to have an FX5500 and now I have a 6800XT, and in games that use DirectX 9.0 the performance increase is exponential. Where you were getting 10, you'll get 50...it's that big of a difference, owing mostly because of the poor DirectX 9 support the FX series had. And that's upgrading only one generation. The 7600GT is considerably more powerful than the 6800 I have. Even on non-DX9 games, the difference you will see will be night and day, assuming your processor and RAM are up to snuff.
