is it possible to get laptop with a built-in vga IN port or something similar so you could use the laptop screen for another source, in this case, an xbox 360? thanks

No, the vga port is always an output to an external monitor.

You could get a laptop with a TV-tuner and use that to input an external source but the result is usually far from ideal.
