Im buying a cheap gaming computer for about $250.. but it has no OS. I'll just use Linux, but hold much will I be held back? Will I be able to run newer games?
Very uneducated about OS's....

Most game releases are made for Windows. Also, you may get responses about how 'cheap' and 'gaming' can't go together, but it all depends on what specs the PC has, and like already said, what games you want to be able to run.

Ubuntu, and Linux Mint are very very nice. Wine is your best bet. Linux probably has like 200 games on steam.
