Looking for a good HHD Optimizer program

I've heard that their are some defragmenters out there that can move all your most used files to the inner sectors on your hard drive for faster reading. Anyone know which ones have this feature and which are the best at it?

I was looking at Diskeeper 2007 but it doesn't say anything about optimizing.
