Looking for a good strategy sim...

Does anyone know a good game that simulates military strategy and/or tactics? I want it where you set up a scenario and it simulates the outcome. Or one similar to CLOSE COMBAT series with better graphics would work (but isn't entirely what I want.)

Silent Hunter III and IV will fit your bill. You stalk an enemy and try to get into position to sink enemy shipping. Company of Hero's is good too.

Try men of war, it has an editor where you can do just that and it is very modable.

It's not an RTS but can simulate easily the combined arms kind of conflict you're talking about. Check out Arma 2 or its standalone and very awesome expansion Operation Arrowhead.

Kharkov 1943 published by Paradox is pretty good.
