At $430, this is closest deal I can find to your price point with all of the features you asked for. It has PC (and PC audio) inputs, so you can hook your laptop right up. It's cheap because it happens to be on sale right now, but if you decided to wait, be prepared to up your price range to about $450-500 to get what you want. Also, if this happens to be your first HDTV, don't forget to buy and HDMI cord for your Xbox 360 and any other devices you have. Also, I went ahead and made the assumption that you are in the U.S. If you aren't, then you are going to have to spend a lot more than $400 (Canadian.)
Walmart usually has some good deals and the occasional sale on HDTVs. Just make sure to do your homework. Some of the cheap HDTVs can be rather flakey, but other brands can give your good results without breaking your bank.
Now, at $400, a good 32" HDTV may be a bit out of reach for you unless it's on sale. See if you can stretch your budget to $500. That can open up a wider range of 32-37" HDTVs. And most of these should be 1080p and have 2-3 HDMI ports and maybe a VGA port. Just don't expect too many bells and whistles beyond that point (like significant image enhancement, 120Hz refresh rates, etc.), but for your purposes, you can still thoroughly enjoy yourself.
