I have about 250 dollars need a recommendation for a decent hdmonitor or tv for around that price.

What are you displaying on it?

TV?

Films?

Blu-ray?

Console games?

PC games?

All these will make a difference to the choice.

If it's just for PS3 and movies, you can save money by getting a monitor rather than a TV.

There are a few things to consider though, the first being size. This will depend on the room size and what you want.

Monitors will basically go from 19" - 27"

The best deals are on 22" monitors though.

Another thing to consider is panel type. TN panels are cheap but good enough for most people. They respond fast but don't have hugely accurate colours or viewing angles.

IPS panels are more expensive (but dropping in price recently) and suffer more from ghosting or input lag (depending on the user and the model).

Chances are with PS3 and a decent budget IPS monitor these won't be problems, and you get better colours and viewing angles. Here is an example:
