I finished ME2 last night and I got to chose between continuing playing and completing additional missions or restart with the same weapons, resources and alignament. I chose continuing cause I had to do one more assignament. It is possible to chose now to restart? If yes, how?

Yes, it's still possible to restart. Go to 'New Game' and then 'Import ME2 character'. Choose one of the save games that appear (the latest one would be the most helpful, I imagine) and it'll start a new game with your stats, abilities and armour. You will be able to choose a 'bonus talent' on this playthrough (abilities earned through completing loyalty missions) and your weapons will be available once you get the Normandy.

One more question if I may: I remember I got the option to chose one ability from the loyality missions, you said about another one, when exactly I get to chose new abilities for Shepard from other loyal members?

You get to choose it when you are confirming your Shepard details, after the intro sequence. (This option is presented to you on all future playthroughs, even those of completely new or ME1-imported characters) If you choose a bonus talent different to the one you already have, it'll overwrite it, as you can only have one at a time. You can later change it by researching 'Advanced Training' when you acquire Mordin. ;)
