New to the game and have no idea how to tell how long I have until my cooldown is over. Is there some bar or timer i am missing onscreen? Any help would be much appreciated!

Depends. You failed to provide specific details about your problem.

Does it mean "How long do I have to wait so I can be fully healed without using a Med pack?" or "How long does it take me before I can use another Med pack?"

"Cooldown" is the correct word, the second choice, how long the ability takes to "Cooldown" before you can use it again.

Just when you use a Medpack, you'll see some kind of load on the box that shows you how many Med Packs you have (Bottom-Left of the screen, just above the box that shows you how many grenades you have). The load will start from bottom to top. When the load reaches all the way to the top of the box, and you see that the box has been brightened (It darkens just when you use a mepack, hence the "loading" begins and the box is unclickable), it is then you can use a medpack again.

I do not know how long it exaclty takes for you to use it again, but you can find out for yourself while playing.

I had a problem with a bug in my game where when my weapon overheated it wouldnt cool down and i had to either change weapon or reload, if ur refering to that then i think its just a problem with the game

the medkit icon will be shaded, it moves across the icon and when it moves fully across it will be ready.
