I doubt he has the resources or know how to do serious harm, so ignore him.
If you really want him to stop, I don't think his ISP would get mad at you for reporting him anonymously. That way his punishment would probably just be getting disconnected from the internet, and he probably wouldn't get punished beyond that.
Plan A - Cast an evil spell on his computer so that everytime he tries to flood, his system crashes and he has to reboot.
Plan B - Get some mean grown-ups to dress as cops and threaten him that if he tries that again, they'll take his hard drive an shove it up his rear.
Desperate Measure - Get down on your knees and beg him not to continue his evil ways.(include some tears, it enhances the effect)
