Hi James, I would recommend you these from Parts Express (for some reason gamespot is having trouble with the links):
Dayton DTA-1 T Amp -$45 - http://www.parts-express.com/pe/showdetl.cfm?PartNumber=300-380
Dayton B652 2-way Bookshelf Speakers -$30 - http://www.parts-express.com/pe/showdetl.cfm?PartNumber=300-652
Total: $75
Parts Express sometimes has a bundle of both the T-Amp and the B652 speakers for $58, so $17 savings. The bundle was up about a week ago, but is currently not listed.
As for information on the speakers, I would recommend you add a subwoofer in the future if you want some of that deep bass, as these speakers might not go as low as you would like. That being said they'll sound leagues better than any mass market product, and for a very reasonable price.
*NOTE* You will need speaker wire to hook up the speakers to the T-amp.
NVIDIATI is spot on, though I'd strongly recommend a quality pair of headphones for the price range you are specifying instead, as speakers of decent quality typically start around $200 (the Audioengine 2's and Swan come to mind). As an alternative to NVIDIATI's suggestions, you might also consider the M-Audio AV30s, which are well-reviewed and fit your price range.
If you absolutely must have a subwoofer, you're going to have to sacrifice some sound quality and go with a Logitech setup. If you're willing to put in an extra $30, you can go with the Cambridge Soundworks II, which I've heard and are quite a good value for a two-speaker sub combo. Normally I'd link items, but Gamespot is currently experience a "rel" bug.
Lastly, consider going used. You might be able to find a great pair of used studio monitors (such as a pair of Tannoys or JBL monitors) or the aforementioned suggestions on Craig's List or EBay in your price range.
Good luck!
Boz
Thanks, i already have a hd 558, so i was just looking to add something for i could play games or watch movies and what not with other people, since i'm at college. I'm not to worried about a sub since were not even supposed to have them in the dorms.
What do you mean by speakers wires?

don't forget a 3.5mm cable so you can plug it into your sound card :P
EDIT: oh whoops. Didn't see NvidiaAMD already recommended the wire.

I was referring to speaker wire before, as the DTA-1 already comes with a 3.5mm to 3.5mm plug, though it might not be long enough depending on how far the amp will be sitting from the computer.[QUOTE="ChubbyGuy40"]

Thanks, i didn't think they would be worth it, thanks
Does anyone know of a guide of how to set these up i can't seem to get them working

You need to connect the speakers to the amp using speaker wire, red to red and black to black.
Take the 3.5mm to 3.5mm wire and connect it to the back of the amp, and the other end to the back of your PC.
Plug the AC adaptor into the back of the amp and turn it on.
