sim city might be okay but that doesnt focus on that much
rise of nations
age of empires 3 might also be good but that more of an rts than a civilization game.
u might also want to try the "settler's" games
and lords of the realm 2-3
romance of the kingdoms series (a few of these umm 9 is it??)
and im not sure on the total wars games but u could investigate a little.
almost forgot ceaser IV is right up your alley
and so is sins of a solar empire and swords of the stars.
