I've poped a 9600GT overclocked in my friends no brand 300W powersupply and its working with no issues.
The max the card hits is 200W

I would say it would run on your powersupply no problem at all.

Just because it works at first, or even for a while, does not mean it is a good thing to do. Also, watts does not mean much when talking about PSU's. A good quality 300w PSU (like this) could run a 9600GT with no issues. Might be closer than I like, but it would run it.
Then you have the crappy 300w PSU (like this) that can only put out 13a on the 12v rail (156w). While that Seasonic listed earlier can push 24a on the 12v rail (288w). See how big of a difference there is between 2 units that are the "same" if all you look at is total watts.
OP: I would advise you get a decent PSU with a card upgrade. While usually if the PSU cannot handle the load, the only issue will be crashes and the PSU dieing, but there is always the chance of it taking components with it.
