Budget? I'd recommend to upgrade RAM to 16Gb, if you can't afford it then to at least 8Gb.

As for the GPU, well depends on the headroom left to spend.

Get the HyperX Fury out of the two, the Ripjaws V is DDR4 which doesn't fit your MOBO.

The RX470 is nice card.
