Yes, you can.
You can change the multilier down, but not up (or above the factory multiplier). Only Extreme Editions have unlocked multipleirs that allow them to be tweaked up or down.

Yes you can REDUCE the CPU multiplier below its factory setting (for the E6700/E4400 you can change the multiplier between 6 and 10). If you have an Extreme Edition/FX Intel/AMD CPU you can both reduce or raise the multiplier to your desire.
ya i do... i just figured out how to change it... so you think i shouldnt change the multiplier? i was going to do a x8 multiplier, set the FBS to 400 and have the ration 1:1 so the ram frequency is 800.... that a bad idea or should i leave the multiplier at x10 do like 320 and have the ram to auto?
I'd go for the higher clock on the CPU, so yeah, leave the multiplier at 10. Then, raise the FSB so that you get your desired CPU clock speed (3.0 to 3.33GHz is the current sweet spot, which leaves you with a FSB of 300-333MHz).
As for memory; you can change the memory multiplier (and the latency) to whatever values you're comfortable with. Most people with a FSB of 333MHz either reduce the memory clock speed to DDR2-667 with 3-3-3-9 timings or go for DDR2-1000 with 5-5-5-15 timings for stability. So long as the system is stable, just go for whatever you want.
Also, did you flash the BIOS to the latest version?
ya, i flashed the bios b4 i started... i think i am going to do ddr2-800Mhz at 5-5-5-12, and FSB at 300 with x10 multiplier....
im still confused about voltage tho... what do i do about that? i already set the rams voltage,but im not sure about the cpu
