Need some help identifying an old DOS(?) game!

I can't for the life of me remember the name of it, I recall playing it something like 10 years ago (and it being fairly old even then).

It's a top-down 2D space shooter, the levels (generally free-roaming, but sometimes races) are generated from files you pick off your hard drive. You get money by defeating enemies, which you can use to buy upgrades and fix your ship between levels.

Between stages the monitor on which you use your money gives you a status update (eg. "You are in fine/sorry/etc state, Jagazaar").

I'm assuming it's probably a DOS game, but all my efforts to find it on wikipedia or freeware/abandonware websites brought up nothing.

Can anybody please help me with this? You'd earn my eternal thanks :)

The only game that uses files from your harddrive that I remember was called "Virus - The Game".
