I would change a few things (sorry if i bash some stuff a little). Firstly, the psu is crap. The efficiency is 72+ which is really weak. I would usually recommend a FSP psu, but considering the budget constraints, i would recommend this:

This MB supports all the types of AMD procs out at the moment (the AM3!) which is great. It's also a little cheaper then the one you choose.
Then to the topic of GPU'z. I am in dire need of a upgrade at the moment (i have a 8600GT) and have been looking at ATI cards, but theres always one things that turns me away; power consumption. A 4870 takes more then 300+ watts under load. I think thats ridiculous. (not that Nvidia cards do much better). So now i've been looking into the HD 4770 cards, which have a smaller proc (45nm) and consume much less energy. But since you choose a 4890 you probably want alot of performance, so a 4770 wouldn't cut it. So if i were you i would wait a few months for the 5000 line, which will sip less power, but then again all tech gets better if you wait. So whatever, i'm not being helpful, just needed to speak my mind.
