Okay first and for most, let me list my system specs.

Processor: Intel(R) Pentium(R) Dual CPU E2140 @ 1.60GHz (2 CPUs), ~1.6GHz
Memory: 1014MB RAM
Page File: 1671MB used, 832MB available

My computer is currently using a built-in graphics card so pretty much, it's horrible. I play games like Gary's mod and it works fine whenever I'm on a map that has literally no texture, for example, gm_flatgrass or whatever it's called. But when I play on maps that are from games like Half Life 2 and etc, I get major lag. I'm looking to buy a graphics card and I'm currently saving up money for it.

My question is this, with this new graphics card will I be able to play games like Team Fortress 2 and others with an overal much better performance? I don't mind adjusting the quality a little to enhance the performance, since I'm not picky about graphics.

Thats a very weak graphics card, it is only a entry-level card, and by today's standards, its dead.

Consider the ATI 5770 or a Nvidia GTS250, or consider waiting for the GTX/S 465

It'd "work" with those games, and you'd certainly experience superior performance than an integrated card. Still, don't expect to play those games on high quality with that card. As suggested you should try aim for something higher, or at least newer.

If he were to go for a brand new 5xxx series card, he probably wouldn't need a hd5770 for what hes wanting to play. A 5570 would even do...

How much of a quality dip will I have to take? If I can play it on medium or heck, even lowest setting I'm fine with that.

If you could post your budget (and currency unit) we could help find the best card for your money.

Ehh, well I'm currently unemployeed right now and I make 20 each week for doing a simple chore for the family. Sucks, I know but it's only thing I can do for money till the economy picks up over here. So, I'd say the price range I can go for is 80-100. But if the card I provided can run Team Fortress 2, than that's all I'm worried about.

can your psu handle a 4850? If not, there's the 5670 and 5570.

he plays garrys mod, he doesnt need a 5770, it would be better for him to get something like a 9800gt and use the extra money to buy some ram which will greatly benefit garrys mod.

Well, I picked up the graphics card I advertised and it didn't disappoint me at all. I'm able to play Team Fortress 2 and various other games on "High" settings with no lag at all. Thanks for all of your help though, guys.

I didn't get in in time, but a 9400 will run those types of games fine. The only reason you would want something better is to play a more graphically intense games.

Another gig of ram would certainly help too.
