New build - boot and shutdown problems

Well I just built a new pc. You can see the specs here. Also I am running Vista 64 bit althought I had this problem with 32 bit too. I really don't think it is at all related to the OS, probably a hardware problem of sorts.

Anyway the problem is that some of the time when I turn on the computer, it turns on, fans spin, lights come on, etc. However, all of my perferals don't work when this happens. Mouse, keyboard, and monitor. I am forced to hold down the power button and try again. The other related problem is when I turn off my computer, sometimes I have a similar problem. I go to shutdown my computer, I see the regular windows shutting down notices and whatnot. Looks normal, until everything shutsdown except the actual computer... What I mean by this is the desktop keeps running, fans spinning etc. but the mouse, keyboard, and monitor shutdown as they should. What the hell...

This is a very very frustrating problems that happens all too often (about 25% of the time I boot and shutdown). My initial feeling is it is a motherboard problem, but honestly I don't know

might be due to overclocking, like you said you were doing in your other post

Not from overclocking, as it was happening as soon as I started using the computer, before I overclocked at all. Though now I have of course overclocked it. Checking the case wiring sounds like a good idea. But any ideas what I should be looking for?, cause it seems fine, but this is my first build. Like some common newb wiring mistakes?
