I'm still using the stock fan and my CPU runs about 60 degrees normally which scares me when I'm playing Crysis Warhead and it is getting hotter than that. So what is a good fan within $40-55? and if possible no LEDs or red LEDs only
Mobo: Asus P5Q Pro LGA 775 Intel P45 ATX
CPU: Intel Core 2 Duo E8400 Wolfdale 3.0GHz LGA 775

I hope you are talking Fahrenheit at 60. Anyway, I am tired and am to lazy to link. http://www.partspc.com/ProductDetails.asp?CatID=780&ProdID=12014 . It is 39 bucks after YOU send in the rebate. 53 and change before hand. Take care, and good grief, I am going to sleep ;^) .

Take a look at this list here it should give you a good idea of the top CPU coolers on the market.

Thermalright is always a good choice

They even have coolers for the rear side of the CPU socket. Not sure how much that helps though...

A good dusting and re-seating of the cooler would probably solve your problem, but if you want to replace it, the OCZ Vendetta 2 is probably the best cooler in your price range.
