NFS Hot Pursuit max levels?

What are the max levels you can get for spike strips, helicopters, EMP's, road blocks and super boosts and all those things?

I think 3, but I'm not completely sure.

I found out, max level for anything is level 3. The max level as far as bounties go is level 20 :P
